We'll unpack what "proactive" actually means in practice: knowing critical lead items before design is finished, prioritizing submittals by schedule impact rather than spec order, and catching a delivery shift the same day it happens — not weeks later at the next OAC meeting. With switchgear lead times now stretching past a year and tariff-driven cost escalation, procurement has stopped being a construction activity and become a development-phase decision.
